Cluebringer not loading on boot

[CBPOLICYD] WARNING: Failed to connect to database: Error connecting to database: FATAL:  the database system is starting up

Once the system is up, running '/etc/init.d/postfix-cluebringer restart' loads it up with no issue, so I added that to '/etc/rc.local' as a temp fix which seems to do the trick.
