Can not enable IP on whitelist?

Dear support,

We have problem when we access with some poor IP, the email client wont connect with pop3 or imap.. We already whitelist that IP on whitelist features and allow the IP from firewall but it not have a good response.. Is it because the poor reputation of IP? or any some config to whitelist the IP?
