how to make restriction in sending mail or recieving mail

hi
i would like to restrict a sending / recieving mail set to 5mb only and to assign specific user to send / recieve to send more than 5mb mail.i tried that all user can send only 5mb mail more than 5mb will not send and it is working only on global.thanks
